Prime Minister Marcel Ciolacu Hello. It is great to meet you here. I think I’ll find out when I get home and I’ll look in the chest of pictures, to see if I was at Vidraru when I was at school. We all look at this impressive dam and I confess to you that I feel a huge pride towards this past achievement, and also full confidence in the future. First of all, I owe my full respect to the thousands of workers who toiled to achieve this true work of art. It was an incredible effort, tens of thousands of hours of work, in particularly difficult conditions, where, unfortunately, there were also accidents and many lives lost. They drilled, as the director said, dozens of kilometers of underground tunnels, excavated millions of cubic meters of rock, and poured thousands of tons of concrete to close this arch dam, one of the largest hydropower works in Romania. That is why all those who worked here, at Vidraru, are both for me and I am sure that for you too, true heroes of this country. For their perfect work, the Romanian state owes them great respect. And that’s what we’re doing by increasing and recalculating pensions this year, all the more so since this will be done by a lady from Arges, together with her team from the Ministry of Labour. Those who worked here, at Vidraru, miners, carpenters, welders, mechanics, electricians etc will be among the pensioners who, upon recalculation, will have the most important pension increases. That is natural. This is what it means to value work in Romania.
Secondly, I look with great confidence to the future, because never in its modern history has Romania invested and built at a more sustained pace than now. There are tens of billions of euros invested in everything that means critical transport infrastructure, energy, health, and IT, and today’s investment, in the refurbishment and hydrotechnical engineering at Vidraru, of over 200 million euros, is one of the essential objectives for our energy system.
This investment will allow us to modernize this masterpiece of Romanian engineering, to be able to obtain green energy in an even more efficient way in the long term. I am convinced that if the investment of 1966 was amortized in 28 years, the one for which we signed today would probably be recovered in a few years. This makes Hidroelectrica, the most important and valuable company of the Romanian state at the moment, become a first-rate energy actor in the south and east of Europe and last but not least in the center of Europe. I wouldn’t want to end without talking about the present which presents us with unprecedented challenges.
Besides the war in Ukraine and the crises it caused, climate change is transforming our lives, and this can be seen even these days. The increasingly pronounced drought and the repeated heat waves we are experiencing show us what a huge stake we have to place in the way we manage our water resources. The fact that we have huge hydrographic resources does not mean that we have to waste them, and the fact that we want to protect these resources does not mean that we have to block investments that translate into cheap energy for all Romanians and more chosen for the economy. We must be intelligent enough to be able to use these riches given to Romania sparingly, in the long term, and for the benefit of future generations and the economic development of the country.
As Mr. Director assured us, I also, Mr. Director, want to assure Hidroelectrica of all my support and that of the Romanian Government, in supporting any major investment in clean energy, because it is the best investment in the future of this country; I am convinced that the Minister of Energy will say the same thing. Thank you and congratulations once again and I wish you to complete this contract as quickly as possible. Truly, it was built in five years, and we are refurbishing it in about seven, but I assume that, with increased attention to the development of the contract, we will succeed in refurbishing it in a shorter period. Thank you once again and I am firmly convinced that, like each of you, we are both impressed by the past and concerned about the future.
