The Ministry of Energy Extends the Deadline for Installing Heat Allocators to December 31, 2025, and Offers Financial Support of 750 Lei for Vulnerable Families

“Through the initiative of the Ministry of Energy, promoted via a government emergency ordinance, we are granting Romanians additional time to purchase and install technical systems for measuring individual thermal energy consumption (heat allocators) in condominium-type buildings connected to centralized thermal energy supply systems. This extension responds to requests from civil society and represents a final one-year prolongation of the deadline for installing these devices.

Additionally, we aim to ensure that Romanians’ budgets are not negatively impacted. For this reason, we are allocating a substantial budget from the Ministry of Energy’s funds. To compensate for the costs incurred by families for whom installing heat allocators would burden their household budget, we are providing a subsidy of up to 750 lei per eligible household.

Of course, by postponing the installation deadline to December 31, 2025, all provisions regarding possible fines for failing to install heat allocators are also suspended,” stated the Minister of Energy, Sebastian Burduja.

During the Government meeting on December 30, 2024, the draft Emergency Ordinance regarding fiscal and budgetary measures in public spending to underpin the consolidated general budget for 2025, as well as amendments and term extensions for certain legislative acts, was approved. As part of this project, the Ministry of Energy proposed an additional article: “The application of the provisions of Article 47, paragraph (3) of Law no. 325/2006 on the public thermal energy supply service, republished in the Official Gazette, Part I no. 217 of March 16, 2023, with subsequent amendments and completions, is suspended until December 31, 2025.”

In the coming period, the Ministry of Energy will promote an emergency ordinance establishing the mechanism for providing financial support of up to 750 lei per residence/household. This support will be available only after an authorized company installs systems for allocating thermal energy costs, including valves for regulating thermal energy consumption, by December 31, 2025.

Through this measure, the Ministry of Energy has sought to address the needs of all centralized thermal energy consumers by both extending previously established deadlines and suspending the sanctioning regime applicable for failing to install such thermal energy measurement systems.
