Energy Minister Sebastian Burduja signs financing contract worth nearly 280 million lei for the modernization of the district heating network in Arad Municipality
On January 14, 2025, as part of the call for Key Program 5 – High-Efficiency Cogeneration and Modernization of District Heating Networks — Support for Modernization and Development of High-Efficiency Cogeneration Plants and District Heating Networks from the Modernization Fund, the financing contract was signed for the project “Rehabilitation of the Main District Heating Transport Network in Arad Municipality.” The project is implemented by Arad Municipality and has a total value of 278,137,119.72 lei (55,874,388.74 euros), with total funding from the Modernization Fund amounting to 232,909,053.56 lei (46,788,616.4 euros).
Sebastian Burduja, Minister of Energy:
“The signing of this contract marks an important step in modernizing the district heating network in Arad. The Ministry of Energy is allocating 233 million lei in European funds, non-reimbursable, to provide the residents of Arad with a modern and efficient district heating infrastructure. This is another significant investment that will improve the lives of Arad’s residents, ensuring heat and hot water at optimal levels and fair costs.
In parallel with this new investment, Arad City Hall is implementing the modernization project of the CET plant, valued at 534 million lei, which will be completed next year with funding from the PNRR. I hope the best practices from Arad will be applied in all major Romanian cities, including Bucharest, to meet European performance standards with the support of European funds. These projects have the potential to fundamentally change the lives of millions of Romanians living in urban areas who expect quality local services. It is crucial to seize all the opportunities we currently have.”
The project aims to rehabilitate nearly 47 kilometers of pipelines for transporting district heating in Arad Municipality, targeting the reduction of losses, improved efficiency, and a 30-year extension of the network’s lifespan.
With the signing of this new financing contract, the Ministry of Energy now supports the implementation of six district heating projects in Suceava, Craiova, Constanța, Cluj-Napoca, Timișoara, and Arad. The total value of these projects amounts to 1,905,909,699.26 lei (383,010,034.49 euros), of which 1,421,185,464.79 lei (285,597,619.64 euros) is funded through the Modernization Fund as non-reimbursable financing.
