The international consortium responsible for the investment consists of world-renowned companies: Fluor and Sargent & Lundy from the United States, Atkins Realis from Canada, the holder of the CANDU technology, and Ansaldo from Italy. The project’s financing is also supported by the participating countries, through export-import banks: USEXIM (USD 3 billion), Canada (CAD 2 billion, agreement signed in Ottawa), and Italy (EUR 2 billion, agreement signed in February 2024). The Romanian government is also committed to supporting this strategic project with all necessary resources.
“I hope you’re used to good news from the energy ministry by now. This one surpasses them all and is undoubtedly the greatest achievement of my tenure as energy minister: the dream of Cernavodă Units 3 and 4 is becoming a reality after decades of waiting. In recent months, there have been complex negotiations between the Energonuclear teams, the project company, and the international consortium selected for the investment. On Friday, Nuclearelectrica’s Board of Directors unanimously voted on the next step, and the ministry requested the addition of the approval of the contract for the construction of Units 3 and 4 to the agenda for Nuclearelectrica’s General Meeting on November 14, to be signed at a special event during COP 29 in Baku.
The investment in Units 3 and 4 had been stalled for decades. We are now setting the project on an irreversible course, with serious partners and a proven technology already validated by the operation of Units 1 and 2, which have been among the top-performing nuclear reactors in the world. Romania’s civil nuclear program moves forward, offering the country the opportunity to have secure, affordable energy without CO2 emissions—lower bills for Romanians, competitiveness for Romanian companies, jobs, and development.

For Nuclearelectrica’s Extraordinary General Meeting on November 4, the Ministry of Energy, as the majority shareholder, has requested the addition of the following items to the agenda:
- Approval of the outcome of negotiations regarding the awarding of the Engineering and Project Management Services (EPCM Contract) for the Cernavodă Units 3 and 4 Project, as well as some commercial opportunities.
- Approval of the signing of the EPCM Contract (Engineering, Procurement, and Construction Management) for Units 3 and 4 at Cernavodă between EnergoNuclear S.A. and the FCSA Consortium comprising Fluor B.V., Fluor Energy Transition Inc. Wilmington Bucharest Branch, Candu Energy Inc., Ansaldo Nucleare S.p.A., S&L Engineers, Ltd., and Sargent & Lundy Energie S.R.L.
- Approval of the mandate for the General Director of EnergoNuclear S.A. to sign, on behalf of EnergoNuclear S.A., the EPCM Contract for Units 3 and 4 at Cernavodă between EnergoNuclear S.A. and the FCSA Consortium.
- Approval of Investment Decision I and the transition to Stage II – Preliminary Works for the Cernavodă Units 3 and 4 Project.
The investment in the new reactors at Cernavodă marks a new phase in the international cooperation of Romania’s civil nuclear program, with the direct involvement of strategic partners from the United States, Canada, and Italy. This partnership ensures the technical expertise and essential financial resources needed for the project’s success. It lays the foundation for a modern energy system capable of addressing the climate challenges and economic demands of the future.
