The European Court of Auditors (ECA) would like to invite you to a virtual press briefing on its upcoming special report on EU action to boost offshore renewable energy. This will be held in English and under embargo on Monday 18 September at 11.00 a.m. CEST.

The purpose of the briefing is to give you an opportunity to gain a detailed overview of the audit and to put its conclusions and recommendations into context. It will also give you a chance to discuss the report with ECA Member Nikolaos Milionis.

RSVP: We would appreciate it if you could let us know by 1.00 p.m. on Friday 15 September whether you intend to take part in the virtual briefing; we will then send you detailed instructions on how to connect.

To allow for an informed discussion, confirmed participants can receive an embargoed copy of the report and press release upon request ahead of the briefing. Both documents will be published on the ECA’s website on 18 September at 5.00 p.m. CEST.

 

BACKGROUND

Developing the full potential of offshore renewable energy is one of the EU’s strategic objectives for delivering on the clean energy transition. The EU has set ambitious targets for the sector: to increase installed capacity from the current level of just 16 GW to 61 GW by 2030 and 340 GW by 2050. Up to €800 billion – mostly from private-sector investments – will be needed to do this.

However, the rapid development of offshore renewable energy may also create undesired environmental impacts, affecting life both above and below water, as well as creating social challenges, especially for the fisheries sector.

The auditors have examined whether the EU has promoted sustainable development of offshore renewable energy, taking into account its technological, social and environmental dimensions. The audit included four EU countries in two sea basins (the North Sea and the Atlantic): Germany and the Netherlands (both with an advanced offshore sector), and France and Spain (which have faced difficulties in accelerating their rollout).
