Kilowat: The suspension of the Casa Verde program shocked us all. Beneficiaries were hoping to avoid worrying about their energy bills this winter, but now they are totally disappointed and in disbelief
The suspension of the Casa Verde program, while it was ongoing, has a negative effect on the businesses in the field and the entire market, but especially on the final beneficiaries, Romanians being “totally disappointed” by the blocking of the program and “distrustful” in the state institutions, says Kilowat, one of the leading consulting companies in the installation of photovoltaic panels.
Romanians were hoping to install photovoltaic panels this winter and thus get rid of the worries of electricity bills, but there was a great fear regarding a possible resumption of the procedure for enrolling installers in the Green House program, warn the representatives of the Kilowat company.
“The final beneficiaries are the most affected by the suspension of the Casa Verde program, the news of its interruption being a shock for everyone. People were eagerly awaiting the installation of photovoltaic panels until winter, knowing that they would be free from the worry of energy bills and even become energy independent, but now they are hit with great uncertainty, hopelessness and are deeply disappointed by this situation and mistrustful of state institutions”, says Albert Soare, founder of Kilowat.
At the same time, the entrepreneur points out that a crisis has been generated among the beneficiaries, fearing that the Casa Verde program will be suspended for a long time.
Also, the companies in the photovoltaic systems market are strongly impacted by the suspension of the Casa Verde program, which being at the end of the exercise for choosing installers, the companies already had a clear picture of the number of people and the number of files they assigned.
“We are all upset by this situation, both the entrepreneurs and the beneficiaries who are totally disappointed that they can no longer access financing for the installation of solar panels. Imagine that, just as at Kilowat there is a dedicated department for checking the thousands of files on which we have worked intensively, the same thing happens in all firms in the market. It is a very expensive job because it involves skilled personnel. From the beginning of the procedure for choosing the installers until now, specific operations have been carried out for which we have paid, we are talking about staff, we are talking about marketing actions, we are talking about IT support and so on. We have collateral posted and money locked up. We have stock of goods. All this means lost money, but above all the loss of hope that we could free the beneficiaries from worrying about energy bills, which everyone wants more and more”, emphasizes Albert Soare, founder of Kilowat.
At the same time, there is a concern regarding a possible definitive suspension of the Casa Verde program, which would be a tragedy for the beneficiaries, according to Kilowat representatives.
In addition to the suspension of the Casa Verde program, companies in the field of photovoltaic systems and final beneficiaries also face unpredictability from a fiscal point of view and possible additional expenses, given that the proposed changes in the Fiscal Code assume an increase in the VAT rate from 5% to 9% for the sale of photovoltaic systems.
“The VAT increase overturns any budget plan made by companies and Romanians who want to install photovoltaic panels. As the prices of photovoltaic systems would increase in this scenario, many Romanians will be discouraged from installing them, although there is a very strong desire on their part to get rid of the worry of energy bills and become energy independent. This tax change seems more like a satire and an extra worry for all the suppliers in the market”, explains Albert Soare, founder of Kilowat.
