Romania and the Republic of Moldova take a major step in their energy partnership by signing a Memorandum on Innovation and Strategic Cooperation
Romania strengthens its relationship with the Republic of Moldova in the energy sector through the signing of a memorandum of understanding. Yesterday, October 24, 2024, in Chișinău, Minister of Energy, Sebastian Burduja, signed a memorandum of understanding with the Minister of Energy of the Republic of Moldova, Victor Parlicov, regarding collaboration on joint projects and developing partnerships to promote innovation in the energy sector in Romania and the Republic of Moldova.
‘This step represents the continuation of a process that Romania has committed to: being a partner of the Republic of Moldova in strengthening its energy security and integrating it into the European energy market. As part of this process, Romania is already concretely and consistently supporting the Republic of Moldova in the energy field, through ongoing strategic projects such as the Iași-Ungheni-Chișinău gas pipeline, the Suceava-Bălți Overhead Power Line, and by providing energy whenever Moldova has needed it, more and more in recent years.
At the same time, Romania now has a new opportunity through Romanian startups’ access to the testing ecosystem in the Republic of Moldova, where there is already a sandbox legislative framework that allows companies to apply new solutions in a controlled environment,’ said Minister of Energy, Sebastian Burduja.

The memorandum signed yesterday regarding collaboration on joint projects and developing partnerships to promote innovation in the energy sector in Romania and the Republic of Moldova aims to promote and carry out joint projects, as well as develop partnerships to stimulate innovation in the energy sector in both countries and complementary projects.
The memorandum includes the following objectives:
- Identifying the needs of the industry at national and regional levels from the perspective of green technologies and innovation;
- Identifying and developing programs and pilot projects where energy innovation and green technology development priorities can be addressed in a sustained manner;
- Analyzing and identifying options to support investments in significant technological solutions that will drive the clean technology industry and impact the energy sector regionally;
- Developing strategies based on best practices from Romania and the EU that have resulted in investments in green energy.
To this end, participants will prioritize collaboration to develop projects and initiatives that support innovation, particularly in the following areas: digital and smart solutions for Cleantech; advanced renewable energy; comprehensive ecosystem for green hydrogen; next-generation technologies for carbon emissions management (CCU/CCS); energy storage; Eco-Friendly/Environmentally Friendly Urban Infrastructure; energy efficiency; green and energy-efficient heating-cooling systems; CyberSec projects for energy infrastructure; advanced biofuels; biomass and nuclear energy.
The newly signed memorandum follows two previous memoranda of understanding signed between the governments of the two countries: the one on February 11, 2022, regarding cooperation in energy security, and the one on December 11, 2023, concerning the necessary projects for the interconnection of natural gas and electricity networks between Romania and the Republic of Moldova, both also signed in Chișinău.
