Efforts to enhance defense capabilities, exploit energy resources, and promote regional cooperation are vital for the stability and prosperity of the region. Romania’s role is pivotal, not only due to its NATO membership but also as a major regional energy producer and diplomatic force. This ongoing involvement has transitioned from one debate to another within the Transatlantic Energy Partnership and Climate Cooperation (P-TECC), 5th Edition, held in Bucharest.

Despite its strategic importance and active contributions, Romania faces several challenges in the Black Sea region. The ongoing war in Ukraine and Russia’s annexation of Crimea have intensified security tensions, increasing threats to regional stability. Nevertheless, Romania has significant potential to positively and proactively influence the Black Sea and surrounding region. This includes playing a strategic role in defending regional geopolitical security and enhancing the EU’s overall energy security.

Together with its NATO allies, Romania must navigate a complex security dynamic and implement effective deterrence and conflict resolution measures. NATO provides Romania with a robust framework for military cooperation and addressing common threats. In this context, investments in modernizing the armed forces and enhancing defense capabilities not only strengthen Romania’s defensive posture but also contribute to the collective security of the alliance.

Moreover, Romania’s strategic position at the Black Sea makes it a crucial point for NATO operations in the region. Military bases such as the one at Mihail Kogălniceanu demonstrate Romania’s commitment to regional security and international cooperation in deterring aggression and maintaining peace and stability.

Romania holds real potential to become an energy hub in the Black Sea region, thanks to its favorable location, natural resources, and energy infrastructure. Exploiting Black Sea oil and gas resources and developing gas transport infrastructure, such as the BRUA (Bulgaria-Romania-Hungary-Austria) network, significantly reduces Europe’s dependence on Russian natural gas. Natural gas and renewable energy development are essential components of Romania’s energy strategy. Investments in renewable energy—through significant wind and solar projects—contribute to achieving Romania’s and the EU’s environmental goals. Developing a diversified and sustainable energy mix strengthens Europe’s energy security and positions Romania as a strategic player in regional energy geopolitics.

Furthermore, Romania’s active diplomacy is another key pillar of its vital role in the Black Sea region. Romania promotes cooperation among neighboring states in areas such as security, economy, and environmental protection and actively supports the European and Euro-Atlantic integration of its eastern neighbors, such as Moldova, Ukraine, and Georgia.

However, to maintain its strategic relevance in the Black Sea, Romania must address its internal challenges tactfully and effectively, including political intensity in an election-heavy year and budgetary imbalances and economic disparities. Strengthening democratic institutions, ensuring the rule of law, and promoting economic growth—goals highlighted by external partners and the European Commission—are essential for Romania to realize its potential as a regional leader.
