Minister of Energy Sebastian Burduja Inaugurates the Modernized 330 MW Rovinari Unit 5 Following Over 120 Million Euros Investment: “The Coal Units at Oltenia Energy Complex Play a Decisive Role in the National Energy System and Cannot Be Closed Until Other Baseload Energy Sources Are Operational”

Thursday, on October 31, 2024, Minister of Energy Sebastian Burduja attended the inauguration of Rovinari Unit 5, one of the largest and most complex investments in the energy sector in recent decades. The total investment cost exceeded 120 million euros, and the unit provides 330 MW of new capacity for the National Energy System. This investment addresses both the requirements for energy security and the immediate needs of the national energy system.

“This achievement is a testament to our commitment to modernizing the energy system. Today marks the completion of the Rovinari Unit 5 retrofit, an investment blocked for years that few believed would ever be realized. We’re talking about 330 MW of installed capacity, on which we will heavily rely this winter and in winters to come. The coal units play a decisive role during challenging periods, and it is essential to keep them in operation until we complete other baseload energy production capacities. I congratulate CEO for completing this project, and Mr. Dan Plaveti, Chairman of the Board, along with the entire team.

I am confident that such investments will strengthen our position as a regional leader in the energy sector. Today, I also visited the Roșia Mine, operated by the Oltenia Energy Complex, the largest in Southeastern Europe. It is currently operating at full capacity, with all eight excavators, and extraction capacity is expected to reach 3 million tons of coal by the end of the year,” stated Minister of Energy Sebastian Burduja.


Rovinari Unit 5 – Unit 5 at Rovinari was commissioned in 1977 and had accumulated 173,727 hours of operation until 2015. The last major repair took place between 1995 and 1998, with an additional 100,031 hours of operation since then. The unit has been equipped with a dense slurry disposal system since 2010. The chosen technical solution for the automation system refurbishment at Unit 5 in Rovinari involved a complete modernization of the automation installation, both in terms of technology and system, replacing the existing system with a new one based on current technology.

Roșia Mine – This is the largest mine in Southeastern Europe. It operates with eight excavators and has a total production capacity of 3 million tons of coal per year. The largest excavator of CEO, the E03-2000, is operated by a 24-year-old specialist.
