The Romanian Government approves the decision on expropriations necessary for continuing work on the Răstolița Hydropower Development

The Ministry of Energy announced the adoption during the government session of the decision to amend Annex 2 to Government Decision no. 900/2017, enabling the update of the list of privately owned properties required for the execution of the public utility project of national interest “Răstolița Hydropower Development.” This project is a strategic priority for Romania, designated as a national security objective under Emergency Ordinance no. 175/2022.

“One of the ministry’s priorities is the completion of hydropower plants initiated before 1989. Blocked for decades by environmental litigation, indifference, or incompetence, these projects represent Romania’s chance for more secure, affordable, and cleaner energy. The Romanian state has already invested billions of lei in these facilities, and regardless of the interests I may disrupt, I will not stop until they are completed. I am confident that this year we will witness a premiere by inaugurating the first completed hydropower plant in over 34 years: Răstolița.

Today, the government approved the decision for the expropriation corridor. This is another step forward following the new environmental agreement obtained last year, a success achieved with the support of my colleague and friend Mircea Fechet, the Minister of the Environment. We have both faced protests and threats, and an environmental organization projected the message ‘Burduja + Fechet + Ceaușescu = ❤️’ on the Răstolița dam. As if the project belonged to ‘Ceaușescu’ rather than to Romanians.

Next steps include removing the area within the accumulation lake basin from the forest fund (a government decision initiated by the Ministry of the Environment), finalizing the remaining work (now nearing completion at 100%), and filling the reservoir. After that, we begin production!

I visited the Răstolița site at the end of last year and can confirm that work is on schedule. If all goes well, by autumn we will have a new 30MW hydropower plant in Romania—a flexible unit that will significantly help meet peak consumption demands.

Every megawatt we add to the national energy system translates into lower bills for Romanian households and companies. We will prove that Romania can complete a strategic investment of over EUR 200 million without being stopped by anyone or anything,” stated Sebastian Burduja, Minister of Energy.

Located in the northeastern part of Mureș County, the Răstolița Hydropower Development is a nationally significant project for generating and producing electricity.

The project provides the following benefits for Romania:

  • Contribution to national energy security: Răstolița is part of the chain of new hydropower plants developed by Hidroelectrica, a strategic state-owned company.
  • Green energy source: The project uses renewable sources, supporting Romania’s carbon emission reduction objectives as outlined in the National Climate Change Plan and the Energy Strategy for 2025-2035.
  • Comprehensive use of water resources: The facility will ensure energy production and secondary uses such as water management and flood prevention.

Updating the list of properties and increasing the expropriation corridor budget by a total of 5,659,404.62 lei was necessary to reflect current legal situations. These measures are essential to comply with legal obligations and ensure a fair process for affected property owners. Additionally, the project could not progress to the removal of forest land from the lake basin without this crucial step.

The Ministry of Energy reaffirms its commitment to developing strategic energy projects and encourages cooperation between all parties involved for the successful completion of the Răstolița Hydropower Development.
